Engineering

The Engineering Division manages the design and construction of Charlotte County's infrastructure including roadways, bridges and sidewalks. The Engineering Division also oversees the Paving Program, Coastal Projects, Excavations, Survey & Mapping, and Stormwater Management.

Stormwater Management

Charlotte County Public Works Stormwater division is tasked with preventing harmful pollutants from running off into local water bodies. Polluted stormwater runoff is a leading cause of impairment to surface waters in the United States. The Stormwater Management Division’s mission is to maintain the flow of stormwater and sustain the quality of our waterways.

Transportation Engineering

Information about traffic counts and roadway concurrency is maintained by Transportation Engineering.

Excavation/Earthmoving

The Excavations Division oversees all excavations in the County through administration of the Excavation and Earthmoving Code of the Charlotte County Code of Laws and Ordinances. This code is located in Section 3-5, Article XXIII, starting with Section 3-5-470, of the Code of Laws and Ordinances (Code).

  • Excavation means the removing of material below the seasonal high groundwater table.
  • Earthmoving means any and all activities resulting in the repositioning of the terrain including the excavation of lakes, pits, and depressions; mounding, stockpiling, the creation of berms; and the transporting and installing of fill.

County property owners are required to submit a permit application to the Community Development Department before digging a hole or removing dirt, rocks, or shell from a site for any reason. The Excavation Code applies to small property owners wanting to dig a fishpond as well as to large property owners planning a commercial operation.

Exempted Activities

These are small-scale activities that are not considered excavations because the impacts of the activity are considered minimal, such as the installation of utilities, placing septic tanks, digging for small swimming pools, small agricultural ponds, and stormwater detention ponds. Section 3-5-475 of the Code describes these in detail. A person contemplating such an activity must still submit an application, called the Excavation Exemption Request, and be approved by the Excavation Administrator before being officially exempted.

Surveying

Charlotte County Survey & Mapping Division provides surveying and guidance for county departments.

The function of the County Surveyor is to review subdivision maps as prescribed by state law, prepare legal descriptions and maps for other county departments, and ensure that sound surveying is used in the preparation of maps and plans for project development within the county. The Surveyor ensures these maps and plans conform to the conditions of approval, local ordinances, standards for development, and state laws.
